Swap caps and control windows 10
This may possibly be broken, doesn't appear to work on a fresh install of windows 10 but if upgraded it does seem to work
Use hardlinks where possible
Right now, if something in the repo changes, you need to rerun setup.cmd to get those changes copied over to where they need to be. If we used hardlinks rather than copying then we wouldn't need to fuss with that nonsense.
Add git config setup

Convert setup.cmd to use a simple task runner in powershell
Running setup.cmd doesn't give the user a good idea of what was successful and what failed. I'd like to make this nicer, something similar to what maximum-awesome does when it is bootstrapped.
This requires two tasks:
- implement basic task runner in powershell
- convert setup.cmd to use that task runner
