Token check/update utility for Heroku app(s)

Since there are existing services that has similar need to update certain env variables(Polaris token, etc.,) in Heroku, it is better to create a common helper function/service to support this.

Setting this need here for the meantime until there is a consensus on the approach to take.

add tests for common methods

we ported over the "Exec" method, should handle it properly
