"user" does not exist (SQLSTATE 28000))

Please check i cannot able to run the blockatlas in my local system.

INFO[0000] Viper using supplied config config=/Users/trioangletechnologies/go/src/github.com/config.yml
INFO[0000] Platform API setup with handles="[all]"
FATA[0000] failed to connect to host=localhost user=user database=blockatlas: server error (FATAL: role "user" does not exist (SQLSTATE 28000))

go get does not work

go get github.com/vchimishuk/cue-go.git 
package github.com/vchimishuk/cue-go.git: invalid version control suffix in github.com/ path

I have no idea what I'm doing in go, I'm trying to learn. go get has worked on some other go code. Is there an example? I see test.cue in the repo.
