Metric collectors as a child processes

Currently parent process gets loadavg metric, this looks clumsy...
Use parent process only to do handling and forking.

Please carry out all the loadavg metric collection stuff to separate child process and make it possible both child processes to intercommunicate

Alarm on conditions

Probably it will make sense to add additional configuration file with alarm conditions and send them as e-mail

Webserver to serve metrics as graphs

It'll be super convenient if qirimonit will have webserver that will serve a webpage with image showing graph.
I research superficially and it looks like it makes sense to use 3rd party app gnuplot to draw graphs as png images.
For a long term, maybe it will make a sense to draw graphs using some libc internals and output it as a bitmap or some common image format
