[XPLANE] add openStreetMap relations support

Relations are used in osm data for complex buildings, like a building made of 
several polgyons (one polygon for the outside, and others for inside parts).

As xplane Facades must be drawn along a single line, the goal is to transform 
to a single polygon which has the same shape as the original relation object.

[COMMON] make parsing faster

Make enhancements to the parser.

The way osm2xp is parsing files should be enhanced.

The goal is a better speed in parsing, especially on big countries/continents 
parsing, where the parser is loosing a lot of time on tiles without 
buildings/forests.

Multipoly form are not generated in the simulator

What steps will reproduce the problem?
1. Simply generating a scenario with OSM2Xp
2.
3.

What is the expected output? What do you see instead?
Iexpect to see generated forest or multipoligons building but nothing is 
generated.

What version of the product are you using? On what operating system?
This happen with every version and every OS.

Please provide any additional information below.

Take a look at this school:

it is multypoly form present in OSM but is not generated by OSM2XP. 
Multipoligons are used to creat object or area that have a empty hole inside.

[COMMON] clean code, add comments, refactor

Osm2xp code is really dirty , a lot of refactoring is needed.

Some goals:

-Logging is awful

-Exceptions management is awful

-I should look at spring integration with eclise rcp

-Xplane objects attribution need a total rewrite

...and a lot of other things...
