Integrate deploy and config workshops with TDC series functionality

GOAL: Test drive the series functionality built into TDC and see if it meets our needs. If it does not, work with the TDC team to add functionality.

• Show students that the two workshops are part of a larger series.

Author Cloud Native Fundamentals Series authoring guidelines

Given that multiple contributors may onboard, we need a command set of guidelines that the authors will follow to:

1. Make the authoring process consistent and easier.
2. Ensure the content is being authored according to concepts and practices not product.
3. Ensure the content is being authored according to learning outcomes and appropriate curriculum level

Move all repos to https://github.com/vmware-tanzu-labs

This will allow more widespread collaboration within the Tanzu Labs team and allow us to sunset this org as the PAL no longer exists in it's previous state.
