Redirect issue

Redirect method needs to be refactored. Now, it is not considering querystring, so it is causing

A) redirect loops in some rare cases
B) invalid query strings

Hiearchy issues

When there are no slots in admin hiearchy, it results in lot of warnings. This should be prevented.

Require.js redirect loop

In some situations, there is possibility (when changing cookie value that cause redirect, force logout by redirect etc), that require.js script include can cause redirect loop
