gdal built without NetCDF support

gdal is being built without NetCDF support making it unsuitable for RSA. This was observed when using both puppet on a VM, and via a Vagrant build.

The gdal config.log file showed NetCDF support was not enabled during configure.

gdal can be built successfully using the following command line;

./configure --with-netcdf=/usr/local --with-hdf5=/usr/local

and following with a make + make install

storage pool and temporary directories have incorrect permissions when importing data

Steps to reproduce

  1. Build the rsa from the vagrant scripts
  2. create dataset, timeslice, bands
  3. try to import data and you will get permission errors on the upload directory
  4. change permissions on the upload directory
  5. import again
  6. temp directory also has incorrect permissions
