No AV1 and VP9 in copr release

Package build in copr doesn't have VP9 and AV1 hardware codec are not enabled.
In builder-live.log we have “-DVIDEO_CODEC_AV1DEC=0 -DVIDEO_CODEC_AV1ENC=0 -DVIDEO_CODEC_VP9DEC=0” and I don’t know why.
With my RDNA3 (7900XT) VP9 decode and AV1 decode/encode not available in vaapi and vdpau (VP9)

Sync with mesa-git: At least up to 766508f56a416aec14c0fa1cedda18d8ea270999

Hey there, when you have the free time could you please update mesa-git to be synced up to at least commit 766508f56a416aec14c0fa1cedda18d8ea270999. This as well as commits made after e4e4ba2 should resolve a bunch of GPU hangs on my Intel Arc A770. Alternative if you want to document via a README the process you go through (e.g. fedpkg mockbuilds and the like) for updating mesalib and if you update libdrm side-by-side with that, I could a PR together as well :)
