The new language and country filtering behavior in the V3 API is going to require some tweaking. I've been meaning to set up a mechanism to allow optional fall through from the selected language to all content, but haven't gotten around to it yet. The new upstream API now intentionally does not perform fall through internally, in an attempt to provide incentive for users to update the website with proper language and country information.

I spent a lot of time looking over the image results with the language and the data is just not up to par with what you need to language filter images. Maybe there's some moderators like thetvdb has to start cleaning up the image records but right now your really going to need to be able to grab images with or without a language in order to get artwork for all titles from tmdb

The locale changes in 094608c should take care of this, although I couldn't find any good movie examples to test it on. See the usage documentation in the commit message. Language and country filters are disabled by default.
