[doc] Add README

Adding a README file to the project repository is essential for improving documentation and providing guidance on how to navigate and utilize the codebase effectively. The README serves as a central point of reference for developers, contributors, and users alike, offering insights into the purpose, structure, and functionality of the project.

The README should include detailed documentation covering various aspects such as:

  1. Project Overview: Provide a brief overview of the project, its objectives, and its intended audience.
  2. Installation Instructions: Detail the steps required to set up the project environment, including any dependencies or prerequisites.
  3. Usage Guide: Describe how to use the project, including common workflows, commands, and configurations.
  4. Code Structure: Explain the organization of the codebase, highlighting key directories, modules, and components.
  5. Contribution Guidelines: Offer guidelines for contributing to the project, including information on code formatting, testing procedures, and pull request guidelines.
  6. License Information: Specify the project's licensing terms and any relevant copyright notices.

Additionally, the README should include instructions on how to run the project locally, providing clear and concise steps for executing the code and accessing its features.

By adding a comprehensive README file to the repository, we can enhance the accessibility and usability of the project, streamline collaboration among team members, and facilitate the onboarding process for new contributors and users.
