compile with URL_PARSER_IMPLEMENTATION defined for implementation. compile with URL_PARSER_IMPLEMENTATION_STATIC defined for static implementation.

add support for ipv6 hosts

I'm fairly certain that literal ipv6 hosts will fail as they contain colons.
They should, according to spec, be handled by encosement within [].
