fix(section): fix dark theme section

Currently correct text color applied only to section titles and descriptions. Fix color for the rest of text when dark theme class applied to the section.

fix(reset): refactor `<hr>` element to use border instead of background-color

Currently <hr> element uses background-color, which creates an unwanted overlap with mdc-list-divider's border.

feat(section): add full-height section

Investigate the opportunity to create section that spans the full height of viewport.

fix(toolbar-nav): fix tabs with wrapping text in the toolbar-nav

Labels of the toolbar-nav tabs should be truncated to fit in a single line of text.

feat(toolbar-nav): add CTA button for the toolbar-nav
