Babel loader throws 'ERROR in fn.call is not a function' only when using grunt-webpack

Try changing module to:

      exclude: /node_modules|bower/,
      loader: 'babel',

        cacheDirectory: true,
        presets: [ 'es2015' ]
      }
    }
  ]

The answer of @bbudd should make the problem go away, there is a typo in the config it is loader not loaders.
