Drupal 8 migration

I searched for this topic, but couldn't find anything yet on this, so I'm sorry if it's been discussed already.

From what I've read, the wxt theme is tightly coupled with the Drupal installation, so perhaps upgrading to Drupal 8 is not easy to do in the end. I've been trying to work with this:
https://www.drupal.org/project/migrate_upgrade

but the module doesn't load into Drupal 7 with the message:
migrate_upgrade-8.x-1.x-dev.tar.gz does not contain any .info files

I remember at CodeFest in 2014 there was work on Drupal 8, but I can't find it. Is there work being done on this? Is it available for download?
