Add function throttling utils

2 flavours:

• Queue.prototype.bindFunction(func) => returns a function which will push promise onto the queue
• directly(40, func) => creates an infinite directly instance and returns a function that pushes to it (should also expose the error handling promise as a property of the function?). Not sure about this overloading, but it feels fairly neat. Maybe directly.wrap(40, func), also available as new Directly(40).bindFunction(func)

Provide Cornish language version

We use ‘dreckly’ or ‘dreckley’.

tasks are executed one by one, no concurrent

set concurrency=2, if there are tasks completed at the same time, the remaining tasks will be executed one by one.
