Add more information about what resources should be added

Extend the content guidelines on the main README to include more detailed information:

• What types of content do we want?
• What information should be provided per resource? (e.g. is it a reference or a tutorial, a game, a video, what exactly do you learn, who is the author?...)

Some open questions:

• should we include a section for books that are not available online?
• should we extract a few "top" resources for beginners and put them at the start of the page?

Add resources for CSS

Find a few good resources for people learning CSS on all levels.
This could also include popular tools and variants like SCSS or whatever you can imagine.

• Create a new category for "CSS" under "Programming Languages" (!)
• add at least one resource, more if you can

Add resources for Ruby (on Rails)

Find a few good resources for people learning Ruby and/or Ruby on Rails on all levels.
This could also include popular libraries, testing libraries or whatever you can imagine.

• Create a new category for "Ruby" under "Programming Languages"
• add at least one resource, more if you can

Add resources for Java

Find a few good resources for people learning Java on all levels.
This could also include popular frameworks like Spring, testing libraries or whatever you can imagine.

Find a few good resources for people learning SQL an/or databases that use SQL on all levels.
This could include basics about syntax, using PostgresSQL, mySQL or similar technologies.

Find a few good resources for people learning PHP on all levels.
This could also include popular libraries, frameworks liek Symfony, testing or whatever you can imagine.
