Stop using `hgicommon`

hgicommon is an overarching repository, with a nasty set of dependencies! It would be good not to require it!

Offer HTTP service controller

@jrandall has suggested the idea of a generic HTTP service controller that would make setting up new HTTP services easier:

Add caveats section in README

• Warn about the issue of Docker images persisting after an improper shutdown.
• Warn about link between controllers and services (and the controller's desire to take services out when they die):

service = Controller().start_service()
use(service)   # Service will be shutdown here!

ResourceWarning messages

When tests are ran witth unittest, ResourceWarnings start appearing:

ResourceWarning: unclosed <socket.socket fd=29, family=AddressFamily.AF_UNIX, type=SocketKind.SOCK_STREAM, proto=0, raddr=/var/run/docker.sock>

This is a problem caused by py-docker:
docker/docker-py#1293
