Decide on Public IP Address Change Detection Model

What is the most efficient and accurate way to detect a change in public IP address?

Options:

1. Poll Server from Agent and look for changes
2. Poll public IP checking service/website from Agent and look for changes
3. Detect link or internet connection status changes and then ask Agent or public service for IP address

Add Authentication

Communication between Server and Agent will have to be authenticated to prevent the updating of records from an attacker.
