Notification collapse needs to expand to fixed size

Collapsed notifications that expand are currently allowed to grow to a max of 10em, but they need to be forced to be a consistent height. The issue arises when there is a longer notification, then a shorter one under it; moving from the longer one to the shorter one will collapse the long one, but the expansion will jump to a status below the target (because the original target is not large enough to maintain hover contact with the cursor).

Setting the expanded size to a fixed height around 8em may help fix this.

Split CSS into individual features

Should have new folder w/ individual CSS files, which are then concatenated into a final "full" version in the root of the repo, so features can be easily turned off/added/etc.

Stylus integration?

Stylus is a usercss extension for some browsers that makes it possible to selectively enable/disable usercss and portions of a css file; would be good to enable/support this
