Windows Batch script to install and setup the Splunk Universal Forwarder

Support uninstall/reinstall if UF is already installed

If the UF is already installed, the script should take this into consideration and uninstall/reinstall the forwarder.
It has to make sure, that existing apps are wiped, as well as etc/passwd and maybe other files too.

The ECHO line returns the current state of Echo (on or off) instead of printing an empty line.
