List IPs currently in the jail?

Hi,

Thanks a lot for publishing this software as an open source package! We use it on transport.data.gouv.fr.

In etalab/transport-site#3659 we wanted to list IP addresses currently jailed. There isn't a method available to do this at the moment so we called internal APIs.

What do you think about adding this method? And how I did it? I can submit a PR.
