By "spin" do you mean change from frame to frame from, say, '0' to '1' to '2' and so on, or actually to rotate in-place? Rotation is tricky but can currently be done. Changing the char in a cell over time, like how Cogmind does for animations, might also work rather easily. We can already change colors over time, so it should be fairly straightforward to cycle through a sequence of characters.

I mean like with an odometer where one number slides off the top while another slides up from the bottom (on a or ribbon in most physical cases). I'm not sure if rendering could be masked to the edges of a cell, if so this might not be too hard.

Seems useful, but difficult to implement... It's surprisingly hard to render only a portion of a texture without weird stretching/jittering issues, though I have done it with non-text images. I have an idea for mimicking the effect by shrinking one char away from the top while another stretches from nothing toward the bottom to fill the space. That might be easier.
