Transtional States for between the main game states.

Often games will want to do some setup before starting the game proper or after it ends. This could assembling the map from structure files, distributing things or displaying information in some way. At the end of the game a fancy map reset for effect (like Bridge Wars) or for lowering load (like Dungeon Dash with its huge map to wipe) is often wanted.

Adding transitional states between the game states would help with this as the setup can take place during this time. Ordinarily these would be 0 tick states that don't run anything but could be used if needed for various things.
