Dedicated health endpoint

A New Relic synthetic was added to check the availability of the website. It calls the login page as that is the only public endpoint that is available. Instead a more dedicated endpoint is preferred, allowing adding more specific checks when needed. For now we will just ping the postgres connection.

QuillJS comes with a solution out of the box that base64 encodes images. This doesn't work nicely with large images. QuillJS supports implementing a custom handler: quilljs/quill#1400 (comment)
