Support running the climo and timeseries with all variables

Works for CDAT, but not for ncclimo. It's just an if-statement.

When the years are more than one year, the results are different for monthly climo.

When creating the climo for one year (ex: 2 to 2 for JAN) we get the following graph:

For when we do more than one year (ex: 2 to 3 for JAN), we get a difference:

Creating climo with ncclimo doesn't work with a list of variables

This works:

ncclimo --var_lst=FLNT --start=2 --end=2 --case=20180129.DECKv1b_piControl.ne30_oEC.edison --input=/p/user_pub/work/E3SM/1_0/piControl/1deg_atm_60-30km_ocean/atmos/129x256/model-output/mon/ens1/v1 --output=/export/shaheen2/e3sm_diags_timeseries/ncclimo_climo_results

But this doesn't:
