I'd rather say that this is the only form that should be there:

(define-configuration web-buffer ;; Notice web-buffer instead of buffer.
  ((default-modes (cons 'nyxt/mode/vi:vi-normal-mode %slot-value%))))

Semantically correct:

• Only includes web-buffer, which is the type of buffer you see when browsing.
  • Other ones, likely not the ones you need affected, are prompt-buffer, editor-buffer, and panel-buffer.
    • prompt-buffer stays unaffected and retains default CUA scheme, which is pretty intuitive, at least for prompt-buffer.
• %slot-value% instead of %slot-default%, because this way you can repeat define-configuration adding more modes, and these will be safely added on top of each other.
  • Using %slot-default% overrides all the config, which means that you can only configure it once. Likely not what you want.
