We don't know. There are still a few features to be fleshed out and some bugs to fix before Citizens2 is release-ready. Feel free to idle in IRC where most Citizens2 discussion takes place.
On a side note, do not ask support questions on the GitHub issues page. This is for bug reports and feature requests directly pertaining to Citizens2. You can ask support questions on IRC, the Bukkit forum thread, or the BukkitDev page.
