Due to the limitations of the vanilla MC client, it is not possible to create NPCs with names that are longer than 16 characters.

This (sadly) is a limitation Citizens cannot change.

Actually, you can't make player names past 16... you can indeed make mob names up to 64 characters.
You can also perform a clever overcomplicated trick to extend names past 16 for players:
On top of the player, mount two invisible skeletons. On top of the higher skeleton, mount a slime with an age of -2. The slime's name will show exactly where the player's nameplate goes.
