Investigated this and it turns out its due to my local setup, specifically due to using podman instead of Docker (and more specifically, this on OS X, where podman runs inside a Linux VM). This does not play nice with a rootless container. Closing this as out of scope -- the solution is not to change anything in gollum, but to tinker with the local container setup.
