I think the preferred way to solve this would be to use the flags
option:
uses: 'google-github-actions/deploy-appengine'
with:
flags: |-
--gcs-staging-source-dir=gs://my-bucket/my-folder
You could also use GitHub Workflow variables to prevent conflicts:
uses: 'google-github-actions/deploy-appengine'
with:
flags: |-
--gcs-staging-source-dir=gs://my-bucket/${{ github.workflow }}-${{ github.sha }}
You would create and manage the bucket separately in whatever region(s) you prefer.

Thanks for the solution, I was not aware of this. It appears the flags
input is not mentioned in README, probably it can be updated so with a sample from this issue.
