I would suggest you to look up details for 8SoundsUSB, which I believe has pretty much similar specs albeit with only half the input capacity. You can find details about drivers, supports etc. there

As for the OS, I managed to have the driver for 16SoundsUSB installed on Windows 10 (I assume you can do the same with older Windows), but I am not able to hook it up with any recording software (Audacity etc.) for some reason. However, the card works fine with Ubuntu 18.04 and I can use Audacity to record multichannel audio.

I believe this is the link to the file. However, you need to register a XMOS account in order to download that.

As I have mentioned, although I have the driver installed on Windows 10, I was not able to get the sound card to work with Audacity... You can try if you wish but I would suggest you using it on Ubuntu to save you a lot of troubles.
