Finding aid TOC in LH sidebar are jumbled from one to the next

My recommendation for re-ordering things is to fix really egregious problems on the data side. In less severe cases though, is it possible to respect the order the finding aid author used?

Reordering elements in a stylesheet means that the finding aid will display very differently in different systems, so I'd like to avoid that if we can.

I'm going to mark this as "data" for the time being, but if you'd like to talk through this more, then lets talk through it more.

I'll keep my eyes peeled for really confusing cases and attempt to ameliorate in the data.

My preference is to close issues like this out, and keep track of ongoing concerns in other ways- but if you'd like to keep this open please let me know. (I'm assigning it to you so I don't keep opening this issue up again and again to see if I have anything to do on it.)
