What we actually need is a way to revert to a previously-separated stage to recover that stage. That would make air launching past the limits possible.

You can just use FMRS for that.
The air-launch limits merely exist to replicate the real performance of real vehicles that were used for air-launch. If you wish to use your own crafts to air-launch things, you can use FMRS
