rearmable delay before executing hook

Add a configurable delay flag which works as following:

• if a flag set don't immediately execute a script, but instead arm a timer
• if same event arrived during timer wait rearm timer
• after timer expired fire the event

shadow (i.e. non-existant) path

Support non-existent path which works as follow:

• if file not exists monitor the shortest available path
• on path appear begin processing it according specified rules
• on file deleted report and rollback on shortest available path

add timestampt variable for passing to hooks

Add a variable which allows passing timestamp to script which indicates when event fired.

reload tabs when tabs file changed

What is a incron daemon if it can't monitor own tab files.
