Create service to calculate and communicate next goal to drive to instead of hardcoding zig-zag pattern

I'm using the equations in go to goal tutorial to drive a turtlesim robot to a point: http://wiki.ros.org/turtlesim/Tutorials/Go%20to%20Goal

In turtle_move.cpp I'm running into some weird angle problems. I'm guessing the atan2(y/x) is flipping quadrants in particular cases.

It does well moving from left to right but right to left it seems to really flop on the angular velocity.

As a note the constants for the linear, angular velocity and the loop_rate are very sensitive.
