Implement Segmenter

As an AI audio engineer
I want to segment an audio file into a number of audio files
so that I can re-arrange my audio dataset

Can we include a MANIFEST.in?

I'm trying to get this package onto Conda-forge, and including a MANIFEST.in would be greatly helpful to that: https://packaging.python.org/guides/using-manifest-in/

yaml config file transform dictionary is sorted

Thanks for this nice package!

I figured out that the yaml config file saver in configsaver.py sorts the output dictionary.
If the goal of saving this config file is to keep track of the processing, then I think the order matters here.
I suggest adding sort_keys=False to the yaml dump function to keep the transform chain in the same order.
