Minimal integration with serde-reflection

• Run serde-reflection to track serialization formats (and ideally add a unit test to detect changes)
• Document how to generate stub code in other languages using serde-generate.

We should use structopt for the parsing and the description of CLI arguments instead of clap directly.

Project status or roadmap?

Hello, this is a very interesting project/idea -- can anyone share any updates around the future of this project/concept, perhaps a roadmap or other information around potential future direction?

[FastPay] add server storage

In the current prototype, FastPay "authorities" have an in-memory state and are not crash resistant. One step towards a real-life implementation would require to solve this, e.g. using RocksDB.
