I think the way to fix this is to adjust the comparison code in policy/predicate/author.go
to only check the author when the CommittedViaWeb
property of the commit is true
. This is under the assumption that all commits generated through the UI can only be attributed to GitHub as the committer.
Another option might be to expand the check so that it passed is the user is the author or the committer of every commit, under the assumption that they then either wrote or signed off on the content of each commit.
