Invalid byte sequence in US-ASCII

Hi,
if I execute the new 0.2 release on my german WIndows XP installation I got the following error:

estimates.rabu is the file from the release zip.

Release 0.1.4 works fine.

Divider drag-and-drop problems on IE7 & IE8

On IE8, dragging the divider does not change the projection or burn-up chart. Dragging features works okay.

Last tested against version 0.5. Not checked against IE 7 or IE 9 yet.

Encoding problem with german umlaute.

I tested rabu (release-0.1.4) on a german windows xp system.

While my estimates.rabu file is utf-8 encoded and contains a german umlaut like ä, ö ,ü the produced .html file is detected as ISO-8859-1 encoded by chrome.

As a result the umlaut is displayed as something like "ü". If I switch the browser encoding to utf-8 it works fine.
