It's automatically set by translation percentage, languages show up if they have 80% of the strings in from the "core" textdomains listed below. As Ukrainian is already on 75%, I'm guessing you may have already sent Ivanovic the files that will get it to 80%.

Thank you for your response. This time I didn't touch the core, only the campaigns. AncientGeneral was handling the core, and from what I can see, he probably didn't translate up to 80 percent. Well, I'll fix that anyway, when I receive an answer from Ivanovic and I continue translating
from wesnoth.
