The lowest power level is determined by the 15 step attenuator within the HL2. It might be possible, in the future, to lower the I & Q signals but it is not recomended. The other option is to reduce the gain of the HL2 by adjusting resistors but that requires hardware mods.

Just wish to thank you for having now the possibility to go at -16.5 on the tune power. Solved my issue of having too much power while tuning ! Thank you for your awesome work on your version 2.10.0-HL2 !
